Challenges and solutions for the refurbishment of multi-apartment buildings in Riga

In Riga, 6 000 multi-apartment buildings are privately owned and there is a house manager in each building. 4 000 buildings are managed by the municipal house management company and the remaining 2 000 buildings are managed by private house management companies (their role depends on the agreement, but generally they collect utility bills, support concerning renovation aspects, collect the amount of money necessary for refurbishment works).
The multi-apartment buildings were constructed in the 70s and 80s and their average consumption is of 177 kwh/m2 (including hot water). The issue of the refurbishment works needs to be tackled in the coming months/years, especially that the guarantee period will be over in 2030 for most of the buildings and for some of them even in 2020.
During the workshop, among others, a specific focus will be set on the financial aspects (new municipal and governmental programme).
